Latest NewsNew Area Commander Wagga Wagga Police District - 06 Nov 2009Council was advised that the new Commander of the Local Area Command recently commenced duties in Wagga Wagga and a letter will be forwarded to the Commander inviting him to address Council in regard to his views on how he intends to manage policing in the Lockhart Shire Council area. more .. Council's Financial Statements - 30 June 2009 - 06 Nov 2009 Council’s external Auditor, Auswild & Co provided for Council’s information the financial reports and audit reports for the financial year 30 June 2009. In the report the auditors stated as follows “we note in particular the unrestricted current ratio (which is a measurement of Council’s ability to meet its financial obligations) of 7.99 which compares very favourably with the industry generally. With a satisfactory (and increasing) debt service commitment of 2.8% and a manageable rates outstanding ratio of 5.04% Lockhart Shire Council should be well pleased with its performance indicators.”The Council’s Auditor will be in attendance at the November meeting of the Council to respond to any questions which might be raised. This meeting will be held at the Osborne Recreation Ground. more .. Sports Leadership Camp - 06 Nov 2009 Council will be sponsoring two (2) persons to attend the Sports Leadership Camp in Cootamundra to be held during November. Council invited applications from interested persons between the ages of 14 and 18 to attend and Council has nominated Ms Ellen Taylor and Mr Rory McKenzie to attend this Camp. It is designed to inspire and encourage young people to develop both team and individual leadership skills and is staged over two days where participants are set a wide and varied range of challenges designed to enhance existing skills and nurture new ones. more .. Country Art Support Program - 06 Nov 2009 Council has again been successful in its application for CASP funding to assist the “In the Bin Short Film Festival”. Council has been allocated $2,200.00 to assist in running the Program and students attend a three day workshop which covers all aspects of producing a short film including directing, acting, editing footage and producing the final product. more .. St Vincent de Paul - 06 Nov 2009 Council has given approval for St Vincent de Paul Wagga Wagga Diocesan Council to undertake a “Vinnies Swap Meet” to be held in Lockhart on Friday 13 November 2009 at the Lockhart Recreation Ground. The intention of the Swap Meet is to provide an opportunity for all residents of the Shire to bring their unwanted old or out of size clothes and swap these items for a range of quality clothing from Vinnies Stores. While no articles of clothing will have a price tag if residents wish to pay for any items Vinnies will gladly accept anything they feel is appropriate. There will also be members of St Vincent de Paul available during the day to advise residents of other assistance which St Vincent de Paul can provide to needy families. more .. Round 2 Regional and Local Community Infrastructure Program - 06 Nov 2009 The Prime Minister Kevin Rudd has announced a further $220m for Round 2 of the RLCIP. Lockhart Shire Council will be entitled to $30,000.00 on a non competitive basis and also the opportunity to apply for larger grants for specific purposes. The allocation of these new grants will be considered by Council at its November Meeting. more .. Lockhart Grandstand Planning Group - 05 Nov 2009 Council was delighted to note that the initial works to the Lockhart Grandstand were completed and the Grandstand was opened to the public for the Lockhart Show. This also means that the Grandstand is open to the public for the Lockhart Picnic Races. There is still a considerable amount of work to be undertaken at the Grandstand to provide further improvements and it is fortunate that funding is available for these additional works to be undertaken. more .. New Administration Building - 05 Nov 2009 Council adopted the final draft layout of the new administration building with some minor alterations to be undertaken. Now that this has occurred the architect will be requested to complete the plans and specifications of the new complex and when completed the plans will be placed in various locations throughout the Shire for the community’s information. Once these plans are received it will be not long before Council invites tenders for the construction of the new administration building complex and funding will be arranged. Council also noted that once the new administration building complex is completed the existing administration building of Council will be demolished. more .. Urana Street, The Rock - Nature Strip - 05 Nov 2009 Some time ago when Council was considering the beautification of the Urana Street upgrade consideration was given to the planting of turf on the nature strips however this has found not to be a long term solution for the beautification of the street. Grass in that environment does not survive unless it is watered throughout the hot months and given the emphasis on conserving water will result in the turfing being unacceptable. Council is proposing conducting a trial of mulching and planting nature strips with drought hardy ground cover and ornamental grasses. This summer season all nature strips on the southern side of Urana Street will be landscaped as well as the east side of Emily Street linking the mulched area at Emily Street with the main street. If the landscaping is successful the remainder of the nature strips will be completed in the next planting season. more .. The Rock Recreation Ground Management Committee - 05 Nov 2009 Advice has been received from the President of The Rock Recreation Ground Committee Cr John Paterson that the Committee has been successful in receiving a Grant of $18,000.00 from the New South Wales Government Climate Change Fund – Public Facilities and these funds will be used to erect water catchment tanks and accordingly reduce costs and consumption from the mains supply. more .. Electon of Mayor - 13 Oct 2009 Council conducted the election of the Mayor and Deputy Mayor at the September 2009 meeting and Councillor Peter Yates was re-elected unopposed as Mayor and Councillor Jean Gooden was elected as Deputy Mayor. more .. Lockhart Showground Grandstand Project - 10 Sep 2009 This active community group continues to meet on a fortnightly basis to manage the upgrade of the Lockhart Grandstand. Although there were some delays in the supply of timber for the flooring of the grandstand this has now been received and work is progressing most satisfactorily to replace the old seating. Steel handrails are being fabricated and the delivery date is expected within the next fortnight. It is still expected that the Grandstand will be open for the Lockhart Show to be held on 27 September. more .. Maintenance Grading - 10 Sep 2009 In the last month maintenance grading has been conducted on Amery’s Lane, Moffatt’s Lane, Commera/Wilson Lane, Frank Westblade’s Lane, McRae’s Lane, Yerong Creek/Mittagong Road, Jones’ Lane, J R Smith’s Lane, Barracluff”s Lane, Adam’s Lane, Farrell’s Lane, Finlayson’s Lane, Ferguson’s Lane, Wrathall School Lane, Ellerslie Lane, Tootool/Mittagong Road, Mr Ulva Road and Reid Street. A considerable amount of crushed gravel has been placed on these roads and this good quality gravel should have a lasting effect on these particular sections of road and will also make future maintenance grading easier. During the month Council also took delivery of its new grader, this piece of equipment is valued at around $350,000.00 and includes the latest technical advances in grading equipment. Council staff are getting used to operating the vehicle with a joystick rather than a steering wheel. Council has also taken delivery of its new Jetpatcher which is also a most modern piece of equipment and will assist Council staff in undertaking their duties in a more efficient manner on behalf of the community. more .. National Tree Day - 10 Sep 2009 On 31 July 15 Pleasant Hills School students participated in National Tree Day by adding 30 new shrubs to their native vegetation area at the back of the oval. Plants from previous years are doing well thanks to the commitment of students watering the plants. Lockhart Central School planting was postponed until 6 August due to wet weather and approximately 130 students planted 300 grasses at the Lockhart Pool corner to finish the area that they commenced planting last year. At Milbrulong 6 students planted 12 shrubs which replaced ones that were planted previously but had since died. more .. Playground Grant - 10 Sep 2009 Council was advised that it has received funding in Round 2 of the Local Government Playground Grants Program for an amount of $20,000.00. This money will be used for new playground equipment at Walter Day Park along with funds previously allocated by the Council. Once again it is great to see Council’s grant applications being successful. more .. Meeting with New South Wales Department of Planning - 10 Sep 2009 The Mayor, Councillors and staff attended a meeting in Lockhart on 5 August 2009 with representatives of NSW Department of Planning. The meeting provided a good opportunity for those in attendance to hear details of the planning reform process from the Department of Planning first hand and more importantly the contentious issue of the minimum lot size of 650 hectares (for a dwelling to be erected on farmland) was the main subject of discussion however the planning processes generally, the role and the purpose of the Lockhart Local Environment Plan 2004 and the required conversion of the LEP to the new State template was also discussed. The meeting was most worthwhile and provided information generally on the LEP processes which will be required to be undertaken by Council within the next two years or so. more .. Mundawadra/Soldier Settlement Estate - 10 Sep 2009 Council considered a letter from a member of the Mundawadra Soldier Settlement Committee advising that the 50th Anniversary of the Soldier Settlement Estate is to be celebrated in January 2010 with a reunion of family and relatives to commemorate this event which was part of the original of the Mundawadra Pastoral Run. The Soldier Settlement Estate does have some considerable historical significance as it was the last Second World War Soldier Settlement Estate established in New South Wales. The organising Committee advised Council of the activities which have been planned and Council has resolved to contribute $330.00 towards the costs of a bronze memorial plaque which will be located in the original area of the settlement. more .. Draft Policy - Gathering Information - 10 Sep 2009 As part of Council’s risk management strategy a draft Policy has been submitted for Council’s and the community’s consideration relating to the gathering of information. This draft Policy is available for comment for a period of 28 days and is available from Council’s website, Administration Building, The Rock, Yerong Creek and Pleasant Hills Post Offices. Members of the community are invited to inspect the document and provide any comments. more .. End-of-Year Financial Position - 30 June 2009 - 10 Sep 2009 Council was pleased to note that at 30 June 2009 it is estimated, subject to audit, that Council is in a surplus funds position of some $283,000.00. This is an excellent result for last financial year and will be confirmed once Council’s external Auditors have undertaken their audit requirements. more .. Yerong Creek Community Hall - 10 Sep 2009 Council was advised that the Yerong Creek Hall Committee has provided plans of the new hall to be Liquor and Gaming Authority. In the interim Council has invited tenders for the construction of this new hall to ensure that once approval has been received from the Liquor and Gaming Authority that work can commence almost immediately. more .. New Administration Building - 10 Sep 2009 Council was advised that discussions have been continuing with the Architect appointed by Council to design the new administration building complex in Lockhart and it is expected that a further meeting will be held during the week commencing 17 August 2009 at which it is anticipated that final draft designs will be completed. Once this information is available a meeting of Council’s Administration Building Committee will be arranged to further discuss the project.
